Custom duty on Bamboo Sticks

We want to know complete costume duty at present with example for importing Bamboo Sticks (HS.Code 1401) which is used to make incense sticks.

This rate of costume duty is before budget 2011, I hear that the custome ducty in budget 2011 is being decrease. Is it Right ?
