In hands of ABC Ltd. it will be third party export ( where domestic exporter exports via SEZ unit ), it is allowed as per SEZ Rules. ABC Ltd. should apply in writing to concern Development Commissioner for permission along with details of contract and copy of contract.
It will be counted as exports in hand of SEZ unit. XY ltd should collect allowable export commission from ABC Ltd.
