CG received from SSI to be cleared

We had received CG from an SSI Unit without Cenvat. Now the said CG are required to be cleared. Can it be cleared without payment? or Do we have to pay the duty?

if cenvat credit is not availed, then no duty payable on such capital goods at the time of clearance.
