can u tell me the reason that why the cess is being leveied on the tax amount??

21 April 2014 This is a percentage which is provided for good purpose.
Like in Service Tax- 12.36
So 12% is Tax.
2% is Education Cess(Education cess for those who could not afford it)
1% Higher Education Cess.

If is a process to help the poor peoples in their literacy.
Same is in all other taxes.
