1. I live in Kolkata and have to form a new pvt ltd company in situated in Assam, how will I get the Certificate of Incorporation?

Your Jurisdiction of Registrar of Companies Shillong (Meghalaya). Ravikant has rightly given you the answer. Anyhow if you have seen the stamped COI online then it is strange. Might be possible that a scanned copy is being displayed now a days but I have never come across such thing.

15 July 2011 Yes it is confirmed,,
Now the new Certificate of Incorporation sent thru email bear a Digital Signature and a e-stamp on the face of it,,
