If any assesee taking abatment on output service tax then whether he is eligible for taking credit of cenvat or input service tax for calculating net service tax payable??????

The conditions of abatement are amply clear, wherever cenvat credit is intended to be availed, abatement cannot been seeked.
If abatement then no cenvat credit.
If abatement then no cenvat credit.
