Can SSI Units avail 100% credit on capital goods for the first year itself ?

dear author,
SSI (i.e.whose clearance value did not cross Rs 4 crores in the previous financial year) can take 100% cenvat credit on capital goods in the first year itself.refer to Rule 4(2a) of the Cenvat Credit Rules 2004,(third proviso)
