‘A’ is a Manufacturer, ‘B’ (not registered as 1st or 2nd stage dealer)purchased goods from ‘A’ and directly sold to ‘C’ (a manufacturer). Can ‘C’ avail Cenvat credit as consignee on invoice of ‘A’, because B is not a 1st or 2nd stage dealer.
