29 December 2011 what if the bill given by the first stage dealer is not complied with the rules prescribed under rule 11 and 52AE?

for ex : if the bill does not speify wordings : FIRST STAGE DEALER or deatils of manufacturer are not fully given....?

Query is : Whether the credit is availble for that transaction or not...?
