is cenvat credit availble for service tax paid on insurance premium of vehicles???

no it is not receivable due to its not related to mfg. activity

if that vehicle is being used at a site then it would be related to manufacturing then???

To avail service tax credit it is not necessary that service received should have a one to one nexus with manufacturing activity. For eg. service tax component of telephone bills, service tax component of rent paid for admn. bldg. etc are allowed to setoff against service tax payable.
