what is cenvat credit and how is the refund claimed ? I also want to know the business logic behind this ?

Cenvat is kind of Value added tax in term of excise, if you are manufacturer of a dealer who is eligible for avail cenvat credit you may avail it and if you feel that credit is being accumulated but utilization of same is not there, you may claim for refund as per prescribed method.
business logic is that govt dont want to load more taxes on a good sold by different stages dealer so excise duty to be charged on value addition portion only.
