under reverse charge cenvat credit eligible or not in the case amount not paid to service provider

Under reverse charge cenvat credit is availed on basis of GAR-7 challan on payment of servicetax ,Hence payment to service provider is irrelevant .
So cenvat credit is eligible.
So cenvat credit is eligible.

ST RCM 14000 -Remmitted to Dept
Both are advance payments. if service cancelled without execution what will be the impact of Service Tax & Cenvat Credit
