Whether expenses for repair of roadside of petrol pump should be treated as capital or revenue nature??

who is the owner of land where road is built?
if the petrol pump owner also owns the land, then yes you can capitalise
but if the land is tenanted, it should be a revenue
if the petrol pump owner also owns the land, then yes you can capitalise
