Whether exchange of property at determined higher value for stamp paper purpose ,than the original cost price without any additional payment ,will it cover under capital gain tax?

Exchange of properties is a transfer and liable to capital gain tax.
The sale consideration shall be the stamp duty value of the property received in exchange.
