CAn 3 Non Indian Citizens form Indian Company ( Private Limited)?? Is it manadatory to have an Indian Citizen as a director ?

The Ministry of Corporate Affairs (MCA) has notified that effective April 1, 2014, every company must have at least one resident director. Resident Director has been defined as one who has stayed in India for at least 182 days in the previous calendar year.

Thanks a Lot.. Please clarify one more thing that whether there is the same process as for incorporating a pvt company or any changes in that ??
