I have no taxable income and i am not filled Income Tax Return In A.Y. 2010-11, 2011-12.
Can I claim TDS Refund for Previous years in A.Y. 2013-14 ?

you cannot include the same in AY 2013-14 return as such.
however, you can approach the department under 119(2) for refund
