Can an Income Tax Return be revised with the Digital Signature, If the original ITR filed without Digital Signature.

Yes. It can be filed but both returns must be online return.

Yes then you can revise with DSC. Just remember that Income Tax Return can be revised only if the original return was filed within due date u/s 139(1).
