Suppose there is a family of four - Husband, wife and two son. Both the sons are over 18 years of age. None of them are married. There exist a HUF with husband as the karta. Now if HUF property is gifted to the two sons, can the two sons form a separate HUF?

They have to wait till the marriage takes place. The income from property will be taxed in the Parent HUF only.
