CA PCC conversion

22 May 2008 I wanted to know that a person who has come from graduation stream and not cleared his PE II exams even after five attempts including May 2008 attempt how he ahould move.
Is he to convert to PCC if Yes is he is elegible to go for articleship training or to pass PCC and then go for articleship.

Please let me know the process how he has to move as per CA institute guidelines.
