Ca certificate

Please inform me whether there is any rule or guidence or ban from ICAI on members not to issue certificates such as Turnover certificate, Net Worth Certificate etc ( other than statutory Audit Report) addressed to "Whom so ever it may concern". Please give me the authoritative reference of Circular/Notification etc. If it is mentioned in the professional ethics please let me know the reference.Urgent please.

where it is mentioned i have not seen any such icai notification.
