I want to know the possible remdy for c form is issued from the party but misplaced in seller office after c form collected from the purchaser. what are the possible way to solve this problem.

get the data from seller of form C, file a police complaint of missing C form, publish in two local news papers, then request you purchaser on the strength of these to get a duplicate C form from his sales tax office for you.
