If a student who have cleared CA-Inter both groups attains a Bank job, before he undergoes Articleship, he/she can be an article simultaneously along with his/her Bank job? Is there any provisions/exceptions in ICAI regulations for a Government employee? Please clarify me in this regard.

There is a student who has cleared IPCC Group 1 in November 2010 and started Articleship in February 2011. He cleared IPCC Group 2 in May 2013, results of which were declared in August 2013. Is that student eligible to appear for Final CA November 2013 attempt?
i have scored 65% marks in paper 1 of module II of cs professional in june 2013 but did not pass the module. hence i am eligible for exemption in paper 1 in next attempt. so is there any exemption criteria for claiming it.
