how to account for income tax refund when tds is 80000 provision for tax is 55000 and refund recd is 15000?

hi experts, can anyone clarify finance notification issued by central govt (Jan 2014) with an example. I have a doubt in TDS deduction and Service tax for a single bill. how can I account that entry?

I HAVE FILED THE 26Q WITH THE MISTAKE OF SEC 194 B INSTEAD OF SEC 194A. SO I GOT SHORT DEDUCTION NOTICE AND PAY THE SHORT DEDUCTION AMOUNT. NOW I RECTIFY THE 26Q WITH CORRECT SECTION LIKE 194A. CAN I GET THE REFUND OF SHORT DEDUCTION PAYMENT AUTOMATICALLY. IF NOT WHAT I WILL DO? PLEASE REPLY
