Basic Query regarding Service Tax

An individual is proposing to do Courier Service, for which, he shall apply for Service Tax Registration.

He also proposes to do SECOND SALES of STATIONERIES.

Whether Service Tax is applicable for Second Sales of Stationeries ?

Please do the needful.
