What do you mean by Assessee in Income Tax Act.
If a person is having a exempt income and file a Nil return so whether is he assessee.

Sec.2(7) defining the Assessee under Income tax. 'person by whom any tax or any other sum of money is payable under the act
My view Even Nil return or exempted income all calculated as per based on Income tax act only. so even person filing nil return or having exempted income also assessee only under the act
