Dear Sir/mam,
Please tell me the alternative and rights i have if my Principal is delaying unnecessarily in signing Form 108,though my Articleship is completed a month before, is that his monopoly?

first ask the reason for delaying the signing of form 108 and request him for this, because there is no alternative available for this.
