I have completed my articleship on February 2013 and as per my leave details i have excess leave taken for 70 days. My Principal is insisting me to give him letter containing the reason for not serving excess period and sign the same. I am ready to serve the excess articleship period after my exams are over in May 13.
Is there any issue in signing and giving the same to my Principal?

If you signed it that means you agreeing you have excess leave but not like to do excess leaves thus your employer indicate the excess leaves in form 108. However if you given letter but your employer doesn't indicated excess leaves in form 108 then your letter is invalid because employer agreeing you doesn't have any excess leaves by certifying in form 108 in case if he want to use this in future it will be problem to your employer because he given wrong certificate.
So giving of letter may not be problem to you but should be confirm first if you given letter then he doesn't mention your excess leaves in form 108.
