articleship completed but form 108 is not submitted by princ

I have completed my Ca article training in march 2011, but my form 108 is not submitted by my principle, and i think they will not want to submit the same, what can i do, can i directly ask institute to issue me article completion certificate?

08 July 2011 Dear Shobhit beta,

It is your duty not of the principle to fill form 108 and take the signature of the principle and send to the institute.you collect form 108 from the institute, take the signature of the principle and submit it to the institute. After that institute will send you the article complition certificate.
