23 December 2009 For Direct taxes it is based on AY.
That is for your exam AY is 2010-2011, that is finance Act, 2009 is applicable to you.
When come to indirect taxes, the applicabilty of a circular and notification is the date when it was published in official gazzet.
So, all the circulars and notification issued on date is applicable for you.
