Applicability of tds on meter reading & calibration charges

Dear Sir/Mam,
We are a renewable energy company. We are having an agreement with hubli electricity supply company limited for Meter reading & Meter caliberation charges.
They does quaterly checks of the meters & if found any default in meter, then removes default of meter. for such checks, they take fix quaterly charges from us say Rs. 10,000/- Per Quarter.
Whether TDS is applicable on such charges.

It is a professional services provided by the party as it required technical knowledge on the matter and hence same is subject to tds u/s 194J
