Under the new TDS provision, can Form 16A be issued on annual basis?

No. It need to issue on quarterly basis

No. The table below rule 31(3) says as follows:- Within fifteen days from the due date for furnishing the statement of tax deducted at source under rule 31A. Rule 31A says about the dates for quarterly filing of TDS returns. Thus on a combined reading of the above two rules, the inference is Form 16A has to be issued quarterly.
