Wheather additional depreciation is allowed if block of asset is nil during the year?

against what will you charge depreciation if the block is nil?

imean to say if value of the block is nil but due to purchase of new asset that asset is remain in that block. Then wheather on the new asset additional depreciation is allowe or not?
