question in term of vigilence-
one person came to me to ask regarding pan card
he said me that, he came to thane 2 years age from bangal now working in one small scale company for unskilled labour, without any reason he applied for PAN CARD from one unkown agetn railway adv.
without any addressproof he had obtained this pan card even his family memeber too.
my question, is it possible to apply for pan card without any addressproof and his brother who had pan card already applied for new pan card due to damage, also get it without address proof documents.
what is this circumstances and implication please suggest

Address Proof and ID Proof is mandatory for application of PAN card. If any person has obtained PAN without address proof, it may be negligence of NSDL Facilitation Centres.
