If husband and wife both are earning members then can husband can get rebate u/s 80-C for LIC premium of WIFE paid by husband thru a/c payee cheque from his bank account orvice versa.

yes, if the husband has paid the premium, then he can claim it. Wife's income or job shall not be relevant.
