I am submitted 3B for August 17 it's not taking set up liability penalty columns. Insufficient balance what I do now

Firstly you have to pay late fee then only it will offset liability.

First of we pay the late fee is cash payment only. It's not adjustable from our ITC...
Also we pay the "Late Fee" under "Fee" head in challan. Not pay in penalty head...
