tds paid no default but ITAT levy a penalty
what should i do?

TDS is paid with no default on salary + food allowances.
but now itat has levy a penalty on that....
cit is demanding a case law to prove that government employee is exempted from penalty....
if TDS is fully paid, where is the Q of penalty?
and on which ground there is penaly and on what amount?

TDS is deducted on salary (basic+food allowance).
On first filling of return they accepted it but now they ITAT levy a penalty and on CIT apeal they said that penalty will be allowed but need case laws to exempt him from that penalty...
I am asking on which ground penalty is imposed.
why CIT imposed penalty
what they are saying, whether they applied panetly because full TDS is deducted ????
