SIR, without filling an assessee annual return can we view his details under 26as in new income tax site?

It is not necessary to file a return to view the tax credit statement (Form 26AS).
You have to register on the e-filing website (incometaxindefiling.gov.in).
After logging in, under My Account select Form 26AS.
