If a professional charge Rs.29000/- per month for technical charges. Shall I deduct tds@10% or I will not be liable to deduct TDS as his bill was less than 30000/-. Please advice..

Limit is Rs 30000/- p.a.
Therefore you need to deduct TDS @10%. Bill amount below Rs 30000/- does not matter.
