Can anybody let me know about the concept of 15CA/15CB in short and precise manner...?

15 CA form is a declaration given by the payer which contains details of nature of transaction when a payment is a made outside India.
15CB form is a certificate given by a CA that all the tax payment, due on such payment which is being made outside India, is deducted and paid to the Income Tax Department.
