1. Who is allowed to exercise power in 133A 133B is provided within the section.
2. 133B offers a different scope. So they decide which section to use depending on the case involved...

wel for point 1, you need to read the explanation to each of the section. Same also applies to the point 2. if you read it, you find the difference in scope my friend..
