what is the applicability conditions of wct
is there is any cut off limit in bill amount

TDS is applicable under section 194 C for payments to Contractors for works contract also. TDS need not be deducted, if a single payment is below Rs.30,000/- and the total amount paid to teh contractor is lesser than Rs.70,000/- in the financial year.
