My client is registered in Delhi under the VAT act & rules. He is undertaking a works contract job in Haryana at a lump- sum value.How shall he raise the billing from Delhi .

The VAT Act & Rules may varry stste to state in our Rajatshan the dealer / contractor registered out of state then registration in Rajasthan is required

Any body executing works contract are libale for tax in the state in which the WC is executed.

VAT Liable in the State in Which Work Contract is Executed.
So In Your Case, Haryana rate is Applicable (You Need to register in Haryana).
