If two contract made one for service & second for sale of good then party raised bill for inclusive of both in same bill then,is it treated as work contract?

basiclly it depends on intention of the parties -
1)if parties intend to treat these as two separate contracts then it is not works contract simply because one single bill is raised (However, to avoid disputes advisable to prepare two separate bills)
2)contract should clearly indicate that these are to be treated as two separate contracts.
