Withholding tax is tax payable by you to govt. but withhold by the person making payment & pays to govt.
In easy terms it will be tax deducted at source.

Yeah. Withholding tax is just another name of TDS. This term is generally used out of india in their tax laws. In India, TDS is the word used.
