With out it returns can i claim refund u/s 89 relief?

Please solve my problem

My friend did not file his Income tax returns up to now, but this year he got 5,00,000.00(salary 2lakh +Arrears 3lakh) salary with arrears (regarding 2000-2010) so TDS was deducted in this case another problem was he did not have any proof for his income regarding previous years

So now can he claim refund u/s 89 relief? Or is there any other way

Please give your suggestions

07 November 2011 In case he is not having any proof regarding his earlier year's income, how and on what basis relief can be urged ?

In the given situation, filing of the Return will be a Real Relief.
