If a student is relocating say from Maharashtra to Andhra Pradesh, then will his Student Registration no. change? What is the procedure for this change in number?? please help me with this info!

Hi
Generally it will be not change until you are not going to change. If you are going to join other region, then your registration number will be change because your date will be maintained by that new region.
