Who liable to pay service tax

Dear expert, My client have made the rent agreement for factory with owner of building but the owner have no service tax registration no. & aggregate the amount exceeds the 1,80,000/- limit of tds but what is service tax limit on rent & who liable to service tax payment. pls help

no need to worry. liability to pay service tax is on landloard.
but dont forget to deduct TDS.
