Which ITR to be filed

If an individual is a salaried person and he does the general insurance agency work nad he does get rhe commission. My question is can he file the ITR 2 showing the commission income as Income from other sources or should it be in ITR 4 considering the commission as business income .
Please throw some light on it.

if he file itr -2, then he also calim the expenses under the head income from other source
