Whether service tax is paid or not

hi... i jst want to ask one thing, if a company who is service providing doesn't have service tax number, then whether company is liable to charge service tax from its customers and deposit the same or not? plz reply me as soon as possible.

if in a year value of service provided does not exceed 10.00 laks then the company need not to take service tax registration number and not need to charge service tax also.

threshold turnover limit for Reg. is INR 9 lacs & turnover limit for liable to charge is INR 10 lacs.
