Please let me know whether Form INC 10 should be notarised or not as per new companies act 2013, or it should be self attested.

No need to notarize. Self attestation is enough.

it should be notarised or attested by bank manager. because at the time of incorporation of the company by one of my friend, Respective ROC put the form into resubmission

1.My observation is as per clause 2 (f) of notification 349(E) dated 1.5.2015 and the new form hosted in page 149 of the said notification.
2. I have incorporated a pvt ltd company with self attested INC-10 on 27-6-2016.
3. Now there is no 'respective ROC' for incorporation but done at HARYANA by Central Registration Centre.

Yes i agree sir... by respective ROC i mean Central Registration Centre MANESAR. it may vary case to case. my friend got objection on self attestation and you got approval on self attestation.
